Dr Grace Muradzikwa

Commissioner

Dr. Muradzikwa holds a Bachelor of Administration Degree and a Master in Business Administration from the University of Zimbabwe, an Honorary Masters in Business Administration and Honorary PhD in Leadership from the Women’s University in Africa.

She is an Associate and Fellow of the Insurance Institute of South Africa.


She is a decorated insurance executive with 35 years practising experience in the insurance industry.

She was a member of the co-founding team that established the Zimbabwe Reinsurance Corporation in 1984, with the support of UNCTAD.

She was at the helm of Diamond Insurance Company, before its merger with the National Insurance Company of Zimbabwe (NICOZ) in 2002 and led an IPO to raise capital for the merged entity.

She became the first black woman to list and head a publicly traded company, a position she held till her departure in February this year.

During her career in the insurance industry, Dr Muradzikwa received many awards, which include ZNCC Business Woman of the year (2005), IOD Director of the Year (2009), Outstanding Top 20 Business Personality of the Year (2012), Daily News Businesswoman of the year (2014) and CEO Global Regional Titans Award (2017).

The company also received many awards in Service excellence, Corporate Governance Disclosures and Shareholder Treatment Disclosures.

She has served on various boards of local and regional institutions such as the Federation for Afro Asian Insurers and Reinsurers and the Association for Insurers and Reinsurers in Developing Countries.

She is the current President of Professional Women in Business (PROWEB) in Zimbabwe.

Robson has more than 11 years’ working experience in the financial sector covering both technical and executive management. 

Before joining IPEC, he was the Managing Director for Fidelity Group Investments Services. He has also worked for Old Mutual Life Assurance & Zimnat Life. 

 Robson is a qualified Actuary with the Institute and Faculty of Actuaries (UK), holds PGDip Actuarial Science (UCT) & BCom Actuarial Science (NUST). 

Cuthbert. T. Munjoma

Cuthbert. T. Munjoma

Director Pensions

Cuthbert has 16 years’ experience as a Financial Sector Economist, having worked for the Ministry of Finance and Economic Development for about 12 years.

During his stint with the Ministry, he was involved in financial sector regulation and policy advisory.


Cuthbert held various portfolios, including regulation of capital markets, insurance and pensions, banking, microfinance, AML/CFT policy advisory, financial sector institutional reforms, domestic resource mobilisation and regional financial integration.

He holds a BSc Honours Degree in Economics and a Master in Business Administration from the University of Zimbabwe.

Sibongile Siwela

Director Insurance & Microinsurance

Sibongile has 29 years of experience, 20 years of which, were in the insurance industry.

She has worked for First Mutual Life Assurance Company.


She holds an Honours Degree in Risk Management & Insurance from the National University of Science & Technology (NUST).

Sibongile also has a Master’s Degree in Business Administration from the National University of Science & Technology (NUST) and a Diploma in Insurance from the Insurance Institute of Zimbabwe (IIZ).

Blessmore Kazengura

Director Finance

Blessmore has over 24 years working/consulting experience in various sectors of the Zimbabwean economy, including insurance and pensions sector.

Before joining IPEC, he had exposure to the pensions industry as a trustee of a pension fund and was also a Non-Executive Director of a pool of pension funds where he chaired the Risk Management Committee.


Blessmore once worked for TelOne Pvt Ltd.

He holds an Honours Degree in Accounting from the University of Zimbabwe.  Blessmore completed his Articles of Clerkship with a local firm of Chartered Accountants before joining the Public Sector where he held various managerial positions within the audit and financial management functions.

He is an affiliate member of the Association of Chartered Certified Accountants (ACCA).

Samantha Nhende

Samantha has eleven years’ experience in Legal practice.

She started her career under the Attorney General’s Office as a Prosecutor before working for Cell Insurance Company and Fidelity Life Assurance Company.


She is a registered legal practitioner and Conveyancer, registered with the High Court of Zimbabwe and the Law Society of Zimbabwe.

Samantha holds a Masters Degree in Commerce of Strategic Management and Corporate Governance (Midlands State University) and a Bachelor of Laws Honours Degree (University of Zimbabwe)

Georgina Shadaya

Georgina Shadaya

Executive Assistant to the Commissioner

Georgina is a macro-economist with over 17 years working experience acquired at the Reserve Bank of Zimbabwe and Ministry of Finance and Economic Development.

Her roles at the Reserve Bank were an Assessor and Senior Analyst in the Exchange Control and Financial Markets Division, respectively. At the Ministry of Finance, she was a Chief Economist in the Fiscal Policy Department and Deputy Director in Economic Planning and Modelling Department.

She was a Steering Committee Member of the International Monetary Fund Regional Technical Assistance Centre (AFRITAC South).

She holds a MSc in Economics and a BSc Honours Economics from University of Zimbabwe.

Vincent Makoni

Human Resources Executive

Vincent has more than 21 years working experience in the Human Resources field.

He has worked for organisations in different industries, including Mining, Smelting, Logistics, Manufacturing and Human Rights.

Vincent is a holder of a Master’s in Business Administration Degree from Midlands State University, Bachelor of Science (Honours) Degree in Psychology from the University of Zimbabwe, a Diploma in Personnel Management from IPMZ and a Diploma in Paralegal Studies from the Midlands State University.

 

Patrick Gombe

Patrick Gombe

Actuarial Manager

Patrick has 8 years regulatory experience with the Insurance and Pensions Commission (IPEC). He has served the Commission in different capacities before being elevated to the position of the actuarial manager.

He is close to completing his actuarial examinations with the Institute and Faculty of Actuaries (UK) and is a holder of an MSc Actuarial Management with a distinction from Herriot Watt University (UK).

Patrick also holds a B.com Honours in Actuarial Science with the National University of Science and Technology (NUST) and was awarded two prizes for being the best graduating actuarial student class of 2013.

He has also made significant progress towards the Certified Enterprise Risk Analyst (CERA) designation.

Tariro Mateisanwa

MANAGER PENSIONS

Tariro has 8 years working experience with 4 years of regulatory experience with the Insurance and Pensions Commission (IPEC). Prior to joining IPEC, she worked as a Law officer with the Legal Aid Directorate specialising in civil litigation.

She has served the Commission in different capacities before being elevated to the position of manager within the pensions department.

She holds Bachelor of Laws Honours Degree with the University of Zimbabwe. She also holds a Diploma in Insurance with the Insurance Institute of Zimbabwe and is close to completing her studies towards attaining the Associateship qualification.

Mary worked for the Ministry of Finance and Economic Development for 20 years, eight of which, were on oversight of financial sector regulators.

During her time at the Ministry of Finance and Economic Development, she served as a director of the Deposit Protection Corporation board and the Zimbabwe Stock Exchange board.

Mary holds a Masters in Development Economics from Williams College, Massachusetts, USA and a Bachelor’s Degree of Technology in Management from the University of Zimbabwe.

TECHNICAL MANAGER PENSIONS

Chiedza Kondenga is a holder of a Bachelor of Commerce (Honours) in Actuarial Science from NUST, Zimbabwe.

She is also a Certified Internal Auditor and an affiliate member of the Association of Chartered Certified Accountants. She has experience in actuarial consulting, internal audit and accounting.

Elliot is a Financial Sector Specialist with over 17 years` experience. He worked as a senior Economist in the Ministry of Finance and Economic Development and the Reserve Bank of Zimbabwe

During his stint with the Reserve Bank of Zimbabwe, he was involved in Imports Administration, Exchange Control.

At the Ministry of Finance and Economic Development, Elliot was involved in various portfolios in policy formulation for the financial services sector – securities market, insurance and pensions, microfinance and AML/CFT policy advisory. He was also instrumental in institutional reforms and regional financial integration.

 

He holds a BSc Honours Degree in Economics and a Master of Science Degree in Economics both from the University of Zimbabwe.

Public Relations Manager

Lloyd has 14 years working experience.

He has worked for Zimpapers (Herald) as a journalist, part-time editor and writer for the United Nations Development Programme (UNDP) and the African Capacity Building Foundation (ACBF).


Lloyd has also worked as a part-time lecturer at the Christian College of Southern Africa (CCOSA).

He is vice chairperson of the Consumer Financial Education Technical Committee of the Committee of Insurance, Securities and Non-Banking Financial Authorities (CISNA) in the SADC region.

Lloyd holds a Masters’ Degree in Development Studies (Midlands State University), Postgraduate Diploma in Project Management (Project Management Zimbabwe), Honors’ Degree in Media and Society Studies (Midlands State University), Diploma in Communications and Journalism (Christian College of Southern Africa), Certificate in International Journalism Fellowship (Malaysia Press Institute), Malaysia and a Certificate in French (Alliance Francaise).

He has 7 years working experience as a Logistics and Transport Coordinator with BAK Logistics a subsidiary of TSL Holdings.

Takesure has also worked for the Zimbabwe Electricity Supply Authority (ZESA) as Procurement and Contracts Administrator.


He holds an Honors’ Degree in Procurement, Logistics and Supply Chain Management from Chinhoyi University of Technology (CUT), a Post Graduate Diploma in Management & Leadership with Chartered Institute of Management and Leadership (CIML-UK).

Takesure is currently studying towards a Masters’ Degree in Supply Chain Management with Chinhoyi University of Technology (CUT).

He is a full member of Chartered Institute of Procurement and Supply (CIPS-UK).

Mr Kudakwashe Madhara

Information and Communications Technology Manager

Kuda has over seven years’ experience in deploying, managing and supporting Information Communication Technology Systems and Infrastructure.

Prior to joining IPEC, he worked for ZUPCO as a System Administrator.

Kuda is in charge of the Commission’s ICT department and is well-versed in Computer Networks (LAN, WAN), IT Security, Disaster Recovery and ERP Applications.

He holds a Bachelor’s Degree in Business Management and Information Technology from Catholic University in Zimbabwe, Cisco Certified Network Associate (CCNA) and is studying towards a Master of Business Administration Degree with Midlands State University.
